Description
The Defense Community Infrastructure Program (DCIP), administered by the Office of Local Defense Community Cooperation (OLDCC), funds construction-ready community infrastructure projects that support military installations. Eligible projects may include transportation, utilities, schools, hospitals, police, fire, emergency response, and other community support facilities. The goal is to address deficiencies in off-installation infrastructure that impact military value, installation resilience, military family quality of life, or cadet training at covered educational institutions.
Projects must be owned by state or local governments or not-for-profit, member-owned utilities, and must not be located on military installations unless on property under a real estate agreement (lease/easement) with an eligible community. All proposals must include a letter of support from the commander of the benefitting military installation.

- Proposal Submission Deadline: July 3, 2025 (by 5:00 p.m. PDT) via Grants.gov
- Pre-proposal Webinars: June 3, 2025 & June 11, 2025 (details at DCIP program page)
- Invitation to Submit Full Application: On or about August 8, 2025 (for selected proposals)
- Grant Agreements Finalized: By September 24, 2025 (all funds must be obligated by September 30, 2025)
Funding Amount
- Award Range: $250,000 (minimum) to $20,000,000 (maximum) per project
- Total Program Funding: $90 million available for FY25
- Project Period: Up to 5 years from award date (all funds must be expended by June 30, 2030)
- Cost Share: Minimum 30% local match required unless the project is in a rural area (population ≤100,000) or qualifies for a national security waiver
Eligibility
Eligible Applicants:
- State governments
- County governments
- City or township governments
- Not-for-profit, member-owned utility services
Additional Requirements:
- Projects must be owned by an eligible applicant (not a subrecipient).
- Projects must be located off-installation or on property under a military department’s jurisdiction with a real estate agreement with the community.
- Projects must be construction-ready and not have commenced ground-disturbing work.
- Proposals must include a support letter from the benefitting installation commander.
- Proposals from sub-recipients are not eligible; only eligible entities may apply on behalf of sub-recipients.
Ineligible Activities:
- Projects for schools listed in the April 2019 “Secretary of Defense 2018 Public Schools on Military Installations Prioritized List”
- Real property acquisition (land/buildings purchase)
- Projects where ground-disturbing work has already commenced
Application Process

Pre-Submission:
- Register with SAM.gov and Grants.gov.
- Attend optional pre-proposal webinars for guidance.

Proposal Submission:
- Prepare and submit a proposal via Grants.gov by July 3, 2025.
- Required components include:
- SF-424 form
- 21-page (max) narrative covering eligibility, project enhancement, community-installation need, and construction readiness
- Letter of support from installation commander (not counted toward page limit)
- Budget and cost share documentation
- Attachments (maps, drawings, environmental documents, etc.)

Review & Selection:
- Proposals are screened for eligibility, completeness, and scored based on enhancement, community-need, and construction readiness.
- Highest-ranked proposals are invited to submit a full grant application (on or about August 8, 2025).

Full Application & Award:
- Submit a full application if invited.
- Grant agreements must be finalized by September 24, 2025.
Note: Proposals without required documentation (e.g., support letter, cost share info) will not be considered.
Additional Information
- Cost Share: 30% required unless the project is in a rural area (≤100,000 population, must be explicitly stated with zip code and population) or is determined to be of national security importance (requires a signed statement from the relevant Military Department Secretary).
- Eligible Costs: Only hard construction and renovation costs (e.g., construction, inspection, capital equipment affixed to real property with ≥7-year life). Soft costs (planning, design, permitting) are not eligible for federal funding but may count toward local match.
- Buy America Requirements: All iron, steel, manufactured products, and construction materials must be produced in the U.S., per the Build America, Buy America Act.
- Performance & Reporting: Quarterly or annual performance and financial reports required; all funds must be expended within 5 years of award.
- Multiple Submissions: Eligible entities may submit multiple proposals, but each must be for a single, distinct project.
