Description
The Public Diplomacy English Language Program, administered by the U.S. Embassy Bishkek Public Diplomacy Section, seeks proposals to increase English language proficiency in the Kyrgyz Republic. The program aims to strengthen English teaching capacity at the secondary and university levels, improve student access to high-quality English instruction (including from native speakers), and promote understanding of American culture and business practices. By enhancing English skills, the program supports deeper engagement between the Kyrgyz Republic and the United States and fosters stronger economic ties.
Funded activities may include teacher training, curriculum development, English courses, mentorship programs, cultural events, and digital content creation. The ultimate goal is to help more teachers and students achieve at least B2-level English proficiency, thereby expanding opportunities for education, employment, and international collaboration.

Eligibility
- Eligible Applicants:
- Non-profit organizations registered in the Kyrgyz Republic, including think tanks, civil society/non-governmental organizations, and public or private educational institutions.
- U.S. non-governmental organizations (NGOs) and educational institutions, only if partnering with a Kyrgyz-registered organization (a letter of support from the partner is required at application).
- Ineligible Applicants: For-profit entities and individuals.
- Sub-contracting: Allowed, but only one non-profit, non-governmental entity may be the primary recipient. Roles of all partners must be clearly defined.
