Description
This federal program, administered by the Office on Violence Against Women (OVW), provides formula grants to states and territories to support the establishment, maintenance, and expansion of rape crisis centers and other nonprofit, nongovernmental, or tribal organizations that deliver direct intervention and related assistance to victims of sexual assault, regardless of age. The program aims to ensure comprehensive, accessible services for sexual assault survivors, including crisis intervention, advocacy, and support for family and household members.
Funds are distributed to states and territories, which then make subawards to eligible local organizations. The program emphasizes meaningful involvement of state/territorial sexual assault coalitions and representatives from underserved communities in both application development and implementation.

Eligibility
- Eligible applicants:
- Designated state offices of any U.S. state, the District of Columbia, Puerto Rico, U.S. Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands.
- Only the designated state/territorial office may apply directly.
- Subrecipients:
- Rape crisis centers and other nonprofit, nongovernmental, or tribal organizations providing direct services to sexual assault victims.
- Governmental entities (other than law enforcement or criminal justice agencies) may be eligible if they provide comparable confidentiality and services.
Ineligible entities:
- Local organizations, individuals, or non-designated state offices may not apply directly.

Additional Information
- Allowable activities:
- 24-hour crisis hotlines, advocacy, accompaniment (medical, legal, social), short-term support, direct payments for costs related to sexual assault, information/referral, culturally specific services, and outreach.
- Unallowable activities:
- Research projects, prevention education, criminal justice system funding, legal services, awareness campaigns without tangible outcomes, and activities not directly linked to sexual assault victim services.
- Priorities:
- Projects addressing human trafficking (linked to sexual assault), services in rural/remote/tribal areas, and housing for victims.
- Reporting:
- Semi-annual performance and quarterly financial reports required.
- Civil rights compliance:
- Recipients must ensure non-discrimination and accessibility for all survivors, including those with disabilities and limited English proficiency.
