Description

This opportunity, offered by the National Library of Medicine (NLM) and the National Institute of Mental Health (NIMH) at the NIH, seeks to advance the development of novel informatics and data science approaches that empower individuals to understand and improve their health through actionable insights. The focus is on creating, evaluating, and disseminating personal health informatics tools, systems, or platforms that provide meaningful, personalized, and empirically-based health insights.

Projects should leverage innovative data collection, integration, and analysis methods—including AI/ML, mobile health, EHRs, and other data streams—to generate and communicate personalized risk assessments and recommendations. End-user engagement and real-world evaluation are required to ensure that solutions are generalizable, reusable, and scalable. All research products (software, data, methods) must be made open source and freely available to the research and education community.

Applications that do not propose open-source dissemination, do not address actionable insights for individuals, or do not advance the science of personal health informatics will be considered non-responsive.

Eligibility

Eligible applicants include:

Public and private institutions of higher education
Nonprofits with or without 501(c)(3) status
For-profit organizations (including small businesses)
State, county, city, township, and special district governments
Independent school districts
Public housing authorities/Indian housing authorities
Native American tribal governments and organizations (federally recognized and other)
Faith-based and community-based organizations
Regional organizations
U.S. territories and possessions
Eligible agencies of the federal government
Non-domestic (non-U.S.) entities (foreign organizations) and foreign components of U.S. organizations

There is no citizenship requirement for the PI, but all applicant organizations must complete required federal registrations (SAM, eRA Commons, Grants.gov, etc.).

Application Process

Submission: Applications must be submitted electronically via ASSIST, Grants.gov Workspace, or an institutional system-to-system solution.

Key Requirements:
- Research Strategy must address the importance, rigor, feasibility, and scalability of the proposed approach.
- End-user engagement and real-world evaluation are required.
- Open-source dissemination plan for software, data, and methods is mandatory.
- Data Management and Sharing Plan is required for all applications.
- Clinical trials are optional but must follow NIH clinical trial policies if proposed.

Additional Information

Scope: Projects must focus on providing actionable, empirically-based insights to individuals (not just clinicians or administrators).
Open Science: All research products must be open source and freely available; software should allow for unrestricted redistribution and modification.
Non-Responsive Applications: Projects that do not generate individual-level insights, do not answer research questions, or do not propose open-source dissemination will not be reviewed.
Foreign Organizations: Eligible and encouraged to apply; must use the R&R Budget Form (not modular).
Clinical Trials: Only small, early-stage to Phase I trials are supported as part of the evaluation component.
