Description
This opportunity enables organizations holding certain active NIH grants to request a change of recipient organization, transferring the award to a new institution. The process is intended for situations such as a principal investigator moving to a new institution or organizational restructuring, and is subject to NIH prior approval. The transfer must be programmatically permitted for the specific grant type, and the research scope must remain unchanged. There is no guarantee that a transfer request will be approved.
Due Dates
- Applications are accepted on a rolling basis.
- Requests must be submitted before the anticipated start date at the new organization, and preferably several months in advance.
- The funding opportunity expires July 12, 2027.
Funding Amount
- No new funds are awarded.
- The transfer is limited to the direct costs relinquished by the original recipient organization, plus applicable Facilities & Administrative (F&A) costs for the new organization.
- The project period cannot exceed the time remaining on the original award.
Eligibility
Eligible applicants include:
- Public and private institutions of higher education
- Nonprofits (with or without 501(c)(3) status)
- For-profit organizations (including small businesses)
- State, county, city, township, and special district governments
- Independent school districts
- Public housing authorities/Indian housing authorities
- Federally recognized and other Native American tribal governments/organizations
- Faith-based and community-based organizations
- Regional organizations
- Non-domestic (non-U.S.) entities and components
- U.S. territories and possessions
- Other eligible agencies as defined in the original award
Note: The new recipient must meet any special eligibility requirements of the original funding opportunity. The proposed research must remain within the original scope of the NIH-supported project.
Application Process
- Consultation: Applicants must discuss the potential transfer with the awarding NIH Institute/Center (IC) before submission.
- Submission:
- Single-project activity codes: Submit electronically via NIH ASSIST, Grants.gov Workspace, or institutional system-to-system solutions.
- Multi-project/complex activity codes: Submit via paper application.
- Forms: Use the current NIH application forms and follow the How to Apply - Application Guide.
- Required Registrations: Applicant organizations must have active registrations in SAM.gov, eRA Commons, and Grants.gov.
- Content: Applications must include:
- Federal identifier of the current award
- Updated budget (reflecting only the direct costs to be transferred)
- Updated biographical sketches
- Statement on whether research/training aims have changed
- Progress report (if transferring on the anniversary date)
- Documentation for human subjects/vertebrate animals (if applicable)
- Data Management and Sharing Plan (if applicable)
- List of equipment to be transferred
- Statement regarding any safety or work environment concerns, if relevant
Important: Only one application per active award may be submitted for transfer.
Additional Information
- No peer review: Requests are administratively reviewed by NIH staff, not through peer review.
- No cost sharing required.
- Foreign organizations and components are eligible.
- Transfers may not change the overall human subjects or clinical trial designation of the award.
