Description
The U.S. Embassy Luanda Public Diplomacy Section invites proposals for projects that foster stronger relationships and mutual understanding between the United States, Angola, and São Tomé & Príncipe. The program funds initiatives that highlight shared values, promote bilateral cooperation, and support U.S. priorities through educational, cultural, and exchange activities. All proposals must include a strong American cultural component or a connection with American experts, organizations, or institutions.
Priority areas include:
- Promoting understanding of U.S. support for Angola’s development, prosperity, and security.
- Building professional skills (e.g., digital literacy, entrepreneurship, public speaking) using American and Angolan examples.
- Expanding networks and economic growth for small and medium businesses in São Tomé & Príncipe.
- Reinforcing mutual understanding and English language proficiency for strategic audiences.
Programs may be conducted in-person, virtually, or in a hybrid format.

Eligibility
Eligible applicants include:
- Not-for-profit organizations (including think tanks and NGOs)
- Public and private educational institutions
- Individuals
- Public international organizations and governmental institutions
Additional requirements:
- Organizations must have a Unique Entity Identifier (UEI) and be registered in SAM.gov.
- Individuals do not need a UEI or SAM.gov registration.
- Only one proposal per organization is allowed; multiple submissions will render all proposals ineligible.
- Projects must target audiences in Angola and/or São Tomé & Príncipe and align with the program’s priority areas.
- Audience selection must be merit-based, not equality-based.

- For-profit programs
- Charitable or development activities
- Construction
- Religious activities
- Fundraising campaigns
- Lobbying
- Scientific research
- Institutional development
- Duplicative programs
- Programs supporting or promoting DEIA
Application Process

- Only one proposal per organization is permitted.
