Description

The Washington Headquarters Services (WHS), on behalf of the Department of Defense (DoD), invites applications for cooperative agreements supporting conservation projects that directly benefit the management of natural and cultural resources on DoD lands. The program aims to enhance conservation objectives, support military readiness, and foster community engagement through projects of regional or DoD-wide significance. Projects must align with DoD stewardship priorities and demonstrate public benefit beyond government needs.

Key topic areas include biodiversity conservation (especially for DoD "mission priority species"), ecosystem resilience, wildland fire management, tribal consultation and Indigenous Knowledge integration, and cultural resource management. Cross-cutting priorities include climate adaptation, readiness and range sustainment, new technologies, and data management.

Eligibility

Open to public and private agencies, organizations, institutions, and individuals.
Applicants must be registered in the System for Award Management (SAM) and have a Unique Entity Identifier (UEI).
Projects must benefit DoD lands and have regional or DoD-wide significance (not limited to a single military service).
Cost sharing is not required but encouraged.
Foreign applicants may request a waiver for SAM registration if needed.

Application Process

Stage 1: Submit a project narrative (pre-proposal) via Grants.gov.
- Narrative must not exceed 10 pages and should address project objectives, public benefit, technical approach, personnel, budget, and schedule.
Stage 2: Selected applicants may be invited to submit a full technical application for evaluation and possible award.
All applications must be in PDF format and follow specified formatting requirements.
Required forms include SF424, SF-424B, SF-424A, SF-LLL (if applicable), and project abstract.
Applications are only accepted through Grants.gov unless a waiver is granted.

Additional Information

Projects must directly support DoD stewardship and readiness objectives.
Substantial government involvement is expected in cooperative agreements.
All projects must comply with applicable federal, environmental, and DoD regulations.
Previous funded projects include climate adaptation, invasive species management, wildlife and habitat management, historic property evaluation, and tribal consultation.
