Description
This program funds projects that provide 6 to 24 months of transitional housing and support services for victims of domestic violence, dating violence, sexual assault, or stalking who are homeless or in need of housing assistance due to their victimization. The goal is to help victims achieve safe, stable housing and access services that support their long-term independence and recovery. The program prioritizes projects serving underserved populations and those addressing barriers faced by victims in rural, remote, or Tribal areas.

Applicants are strongly encouraged to submit a Letter of Intent by May 22, 2025 (optional).
Funding Amount
- Award Ceiling: $500,000 per project (for both housing and support services or housing alone)
- Award Floor: $400,000 (for support services only)

Eligibility
Eligible applicants include:
- State governments and U.S. territories
- Units of local government (city, county, township, etc.)
- Federally recognized Indian tribes and tribal organizations
- Nonprofit organizations (including those with or without 501(c)(3) status, other than institutions of higher education)
- Domestic violence and/or sexual assault victim service providers, coalitions, population-specific organizations, community-based and culturally specific organizations
Requirements:
- All applicants must partner with a victim service provider with at least three years of experience providing direct services to victims.
- Faith-based organizations are eligible if they meet all requirements.
- Ineligible: Police departments, prosecutors, universities, mental health/substance use providers, homeless services organizations, and others not primarily focused on victim services.
Application Process
- Register/Update Accounts: Ensure registration in SAM.gov, Grants.gov, and JustGrants is current.
- Letter of Intent (Optional): Submit by May 22, 2025, to OVW.TransitionalHousing@usdoj.gov.
- Step 1: Submit SF-424 via Grants.gov by June 9, 2025.
- Step 2: Complete and submit the full application in JustGrants by June 11, 2025.

Program Requirements:
- Must provide both transitional housing and support services (unless another funding source supports one area).
- Support services must be voluntary (not a condition for housing).
- Housing models supported: scattered site, clustered site, communal living.
- Special consideration for projects serving underserved populations and non-intimate partner sexual assault victims.
- Legal assistance costs are capped at 10% of total project costs.
- No research projects or prevention activities allowed.
- No cost-sharing or matching required.

Unallowable Activities:
- Research projects, prevention/awareness campaigns, lobbying, construction, real property purchase, and certain legal services.
- Activities that compromise victim safety or require participation in services as a condition for housing.

Reporting: Semi-annual performance and quarterly financial reports are required.
