Description
The U.S. Embassy Djibouti Public Diplomacy Section (PDS) invites proposals for creative, scalable projects that enhance access to high-quality English language instruction, promote American leadership in STEAM (Science, Technology, Engineering, Arts, and Mathematics) education, and create economic opportunities for young adults in Djibouti. Projects must incorporate an American cultural component or engage with U.S. experts, organizations, or institutions to foster a deeper understanding of U.S. values and perspectives.
Priority areas include:
- English language instruction (formal classes, conversation clubs, informal learning)
- Development and dissemination of English learning materials, especially with local context and digital/mobile platforms
- Capacity building for educational institutions to deliver English programs
- Integration of STEAM education into English language learning
- Fostering employment readiness, entrepreneurship, and small business growth
The primary audience is young adults, including secondary/university students, out-of-school youth, vocational trainees, job seekers, English teachers, and emerging entrepreneurs.

Eligibility
Eligible applicants include:
- Registered not-for-profit organizations (including think tanks, civil society, and NGOs) from Djibouti or the United States
- Non-profit or governmental educational institutions
- Governmental institutions
- Individuals
For-profit/commercial entities are not eligible.
Additional requirements:
- Organizations must have a Unique Entity Identifier (UEI) and active registration on SAM.gov (individuals are exempt).
- Only one proposal per organization; multiple submissions from the same organization will render all proposals ineligible.
- Cost sharing is not required but is welcome.

Note:
- The process of obtaining or renewing SAM.gov registration may take 4–8 weeks. Start early.
Additional Information
- Ineligible activities: Partisan political activity, charitable/development activities, construction, religious activities, fundraising, lobbying, scientific research, institutional development, or duplicative programs.
- Reporting: Recipients must submit financial and program reports as specified in the award.
- Compliance: All activities must comply with U.S. federal anti-discrimination laws and other applicable regulations.
