The Federal Highway Administration’s PROTECT Competitive Grant Program funds work to plan for and strengthen surface transportation against current and future weather events, natural disasters, and changing conditions. Created by the Infrastructure Investment and Jobs Act, it supports highways, public transportation, ports, and intercity passenger rail facing hazards such as flooding, heat, wildfire, sea level rise, landslides, and earthquakes.
The program has four grant categories: Planning, Resilience Improvement, Community Resilience and Evacuation Route, and At-Risk Coastal Infrastructure. Its goals include reducing transportation damage and disruption, improving public safety, and supporting continued operation or rapid recovery of crucial facilities. Natural infrastructure and collaborative risk-reduction approaches are eligible. An updated FY 2024–2026 opportunity replaces the October 2024 notice; awards will not be made under the previous notice.
