The Hazardous Materials Emergency Preparedness (HMEP) Grant Program provides federal financial and technical assistance to states and territories to increase local effectiveness in safely and efficiently handling hazardous materials (HAZMAT) during transportation-related accidents and incidents. The program supports planning, training, exercises, and related activities that improve emergency preparedness and response for HAZMAT transportation events. Eligible activities include commodity flow studies, emergency response plan development and updates, HAZMAT responder training, drills, and related equipment or supplies.
The HMEP program aims to ensure that first responders are adequately trained and that emergency plans are robust and current, thereby reducing the risks posed by hazardous materials in transit.
