The purpose of this Notice of Funding Opportunity (NOFO) is to solicit proposals for one-time grants to tribes, tribal organizations, or tribal consortia that are seeking to develop and, within 24 months of grant receipt, submit to the Department of Health and Human Services a plan to implement a title IV-E foster care, adoption assistance, and, at tribal option, guardianship assistance program. Additional Eligibility Information

Eligibility is limited to Indian tribes, tribal organizations, and tribal consortia. The terms "Indian tribe" and "tribal organization" have the meanings given those terms in section 4 of the Indian Self-Determination and Education Assistance Act, Pub. L. 93-638, 25 U.S.C. § 450b. Also see sections 479B(a) and 476(c)(2)(A)(iii) of the Social Security Act.
