With this solicitation, NIJ seeks to establish and operate a Novel Psychoactive Substance Discovery, Education, and Reporting Institute (NPS DiscERn) to rapidly identify and report newly emerging opioids, stimulants, and other drugs which may cause intoxication, impairment, or other adverse effects.:
