The Office of Local Defense Community Cooperation may award grants under this Notice to state and local governments. “State” and “local governments” are defined in Title 2 of the Code of Federal Regulations, Part 200, paragraph 1 (2 C.F.R. Part 200.1). The guidance in 2 C.F.R. Part 200, paragraphs 331 through 333 (2 C.F.R.
