Eligible nonprofit applicants include qualifying labor unions; community-based, faith-based, and grassroots organizations; and employer associations that are not an agency of a state or local government. Public/state-controlled institutions of higher education are eligible to apply in accordance with OMB 2 CFR 200 and DOL exceptions in 2 CFR 2900.
