Description
This grant supports the expansion of the Tribal HUD-VASH program, which delivers rental assistance and supportive services to Native American veterans who are homeless or at risk of homelessness, living on or near reservations or other Indian areas. The Department of Housing and Urban Development (HUD) provides rental assistance and administrative support, while the U.S. Department of Veterans Affairs (VA) delivers case management and clinical services. The program aims to reduce Native American veteran homelessness by funding tribes and Tribally Designated Housing Entities (TDHEs) to increase the number of veterans they can serve.

Eligibility
- Eligible Applicants:
- Indian tribes as defined in section 4(13) of the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA)
- TDHEs (Tribally Designated Housing Entities) authorized by one or more Indian tribes under section 4(22) of NAHASDA that have ever received formula funding
- Consortiums/Subrecipients: Allowed, but must provide tribal resolutions/certifications from all participating tribes
- Other Requirements:
- The VA must be able to provide case management services in the applicant’s service area
- Existing grantees must have a minimum 70% utilization rate over the prior 12 months
- All outstanding civil rights matters must be resolved before application
- Ineligible: Individuals, foreign entities, and sole proprietorships
Application Process
- Submission: Applications must be submitted electronically via Grants.gov by the deadline
- Registration: Applicants must be registered in SAM.gov and have a valid UEI
- Required Application Components:
- Narrative response (summary, administrative capacity, need, program description)
- Letter of support from the local VA medical facility director, confirming VA case management support
- Tribal resolution(s) or certification(s) authorizing the application (for TDHEs or consortiums)
- Waivers: Paper applications are only allowed with an approved waiver (request at least 7 days before deadline)
- Selection Criteria: Based on need (number of eligible veterans), administrative capacity, and housing availability
Additional Information
- Eligible Costs: Only rental assistance and eligible administrative costs; no cost sharing or matching required, but leveraging other funds is encouraged for capital or operating costs
- Use of Existing Housing: Formula Current Assisted Stock (FCAS) units may be used, but are not counted in the IHBG formula during occupancy by HUD-VASH veterans
- Construction/Rehabilitation: Allowed if other funding is secured within 3 years; period of performance may extend up to 5 years for such projects
- Reporting: Grantees must comply with HUD reporting requirements and use new grants management tools as implemented
- Noncompliance: May result in termination or reduction of award
