Description
This opportunity funds a cooperative agreement to support the management and study of nuisance wildlife—primarily black and brown bears—at Joint Base Elmendorf-Richardson (JBER), Alaska. The project aims to minimize human-wildlife conflicts, inform management decisions, and fulfill objectives outlined in the 2023 JBER Integrated Natural Resources Management Plan (INRMP). The work will involve multi-year surveys, data collection, and analysis to support both military operations and conservation efforts.

Project Scope and Objectives
Key Activities
- Assess black bear use of anthropogenic food resources using game cameras, genetics, and camera collars.
- Identify habitat utilization and movement patterns of black and brown bears, especially in relation to human activity and military infrastructure.
- Estimate minimum populations of black and brown bears on JBER lands.
- Investigate feasibility of camera traps for brown bear presence.
- Document presence/absence and behavior of gray wolves using game cameras and tracking.
- Characterize habitat selection by various wildlife species in relation to military operations.
Deliverables
- Analysis reports with figures and maps of habitat utilization.
- Investigation plan for bear studies.
- Data in GIS-compatible formats, following specific spatial data standards.
Collaboration and Meetings
- Kick-off meeting within the first quarter of award.
- Regular coordination with JBER technical points of contact.

- Government Involvement: The government will have substantive involvement throughout the project.
