    Description

This opportunity from the U.S. Department of State Bureau of Counterterrorism (CT) funds a single cooperative agreement to bolster Pakistan’s law enforcement counterterrorism capabilities in Balochistan Province, with the strategic goal of safeguarding U.S. commercial access to critical minerals vital for national security and economic competitiveness. The program is designed to reduce Pakistan’s long-term dependency on U.S. resources by building sustainable, self-reliant law enforcement capacity to independently identify, disrupt, and deter terrorist networks threatening critical infrastructure.

Key focus areas include technical assistance for infrastructure protection, provision of necessary equipment, and institutionalization of best practices. All activities must emphasize Pakistani ownership and a clear path to self-sufficiency, with an integrated approach combining critical infrastructure protection and broader counterterrorism operational capability.

The program requires substantial involvement from CT throughout the lifecycle, including approval of key activities, ongoing program direction, monitoring and evaluation, and compliance oversight.
