The Bilateral Programs, administered by the Japan Society for the Promotion of Science (JSPS), are designed to promote international scientific collaboration through joint research projects, seminars, and researcher exchanges between Japan and counterpart organizations worldwide. The program operates under formal agreements or memoranda of understanding with academies, research councils, and other science-promotion organizations. Open recruitment and joint selection processes ensure proposals are evaluated in partnership with the counterpart agencies. Since 2013, the Open Partnership scheme allows Japanese researchers to collaborate globally, including with countries that have diplomatic relations with Japan, as well as Taiwan and Palestine. Supported disciplines include all areas of the humanities, social sciences, and natural sciences.
