Description
This opportunity invites applications for the Centers for AIDS Research (CFAR) program, which provides administrative and shared research support to enhance HIV/AIDS research at eligible institutions. The CFAR program is designed to foster interdisciplinary collaboration, support core facilities and resources, and promote innovative, synergistic research efforts that cannot be achieved through traditional funding mechanisms. CFARs are expected to add value to the institution’s HIV/AIDS research portfolio, support early-career investigators, and facilitate community and multi-institutional collaborations.

Funding Amount
- Award Size: Up to $3,250,000 total costs per center per year (Tier 3, for institutions with ≥$80M NIH HIV/AIDS research base)
- Tier 1: $1.75M (for $10M–$40M research base)
- Tier 2: $2.5M (for $40M–$80M research base)
- Tier 3: $3.25M (for ≥$80M research base)
- Project Period: Up to 5 years
- Number of Awards: Contingent on NIH appropriations and the number of meritorious applications
Eligibility
- Eligible Applicants:
- Public and private institutions of higher education
- Nonprofits (with or without 501(c)(3) status)
- State, county, city, township, and special district governments
- Federally recognized and other tribal governments/organizations
- Public housing authorities/Indian housing authorities
- Independent school districts
- For-profit organizations (including small businesses)
- U.S. territories and possessions
- Eligible agencies of the federal government
- Others as specified in the FOA (e.g., HBCUs, Hispanic-serving institutions, faith-based/community organizations)
- Key Restrictions:
- Non-domestic (non-U.S.) entities and non-domestic components of U.S. organizations are not eligible to apply.
- Foreign components (as defined by NIH) are allowed within U.S. organizations.
- Minimum NIH HIV/AIDS research base: $10 million annually (see FOA for calculation details).
- Limited submission: Only one application per institution (as defined by unique entity identifier or NIH IPF number).
- No institution may hold more than one CFAR or D-CFAR award concurrently.

Additional Information
- Clinical Trials: Not allowed under this FOA.
- Added Value: CFARs must provide resources, services, and collaborative opportunities not otherwise available through standard research grants.
- Early Career Support: Developmental Core must support early-career and new-to-field investigators.
- Community Engagement: Strongly encouraged, including partnerships with local/state health departments and community organizations.
- Multi-Institutional Applications: Permitted; must demonstrate strong collaboration and shared leadership.
- Budget Guidance: Budgets must align with the institution’s NIH HIV/AIDS research base tier; consult NIAID for increases above tier levels.
- Data Sharing: All applications must include a Data Management and Sharing Plan per NIH policy.
- Review Criteria: Significance, investigator(s), innovation, approach, environment, and added value to the institution’s HIV/AIDS research.
