Description
This opportunity will establish a National Center on Child Maltreatment Fatality Data Practices and Reporting through a cooperative agreement with the Administration for Children and Families (ACF) Children’s Bureau. The Center will serve as a national resource to improve the quality, consistency, and utility of data on child maltreatment fatalities. Its mission is to support states, jurisdictions, and tribes in collecting, reporting, analyzing, and using data to inform prevention, intervention, and system reform efforts aimed at reducing child abuse and neglect fatalities.
The Center will provide culturally responsive training and technical assistance (T/TA), foster cross-agency collaboration, and disseminate best practices and tools. Activities will include building knowledge and capacity, supporting data practice and reporting strategies, and evaluating the effectiveness of T/TA provided.

Eligible applicants include:
- State governments
- County, city, or township governments
- Special district governments
- Independent school districts
- Public and state-controlled institutions of higher education
- Private institutions of higher education
- Native American tribal governments (federally recognized and other tribal organizations)
- Public housing authorities/Indian housing authorities
- Nonprofits (with or without 501(c)(3) status, except institutions of higher education)
- For-profit organizations (including small businesses)
- Combinations of the above entities
Not eligible: Individuals (including sole proprietorships) and foreign entities.
Faith-based and community organizations that meet eligibility requirements are encouraged to apply.
Application Process
- Register Early: Applicants must have active registrations with SAM.gov (Unique Entity Identifier required) and Grants.gov.
- Application Submission: Applications must be submitted electronically via Grants.gov by the deadline.
- Application Components:
- Project Narrative (objectives, approach, evaluation, organizational capacity, budget)
- Line-item budget and budget narrative
- Attachments (organizational charts, resumes, third-party agreements, letters of support, proof of nonprofit/for-profit status, etc.)
- Standard federal forms (SF-424, SF-424A, SF-424B, etc.)
- Logic model and evaluation plan
- Protection of Human Subjects documentation (if applicable)
- Formatting: Combined narrative and attachments must not exceed 90 pages. Use Times New Roman, 12-point font, 1-inch margins.
- Review Process: Applications are reviewed for responsiveness, then scored on objectives, approach, evaluation, organizational capacity, and budget.
Additional Information
- Project Phases: Year 1 is a planning phase (needs assessment, strategy development, expert convening); Years 2–5 focus on T/TA delivery, network building, dissemination, and evaluation.
- Federal Involvement: Substantial involvement from ACF is expected, including review and approval of planning, coordination of activities, and close monitoring.
- Restrictions: No construction, real property purchase, or major renovation costs allowed. Salary rate limitations apply (Executive Level II cap).
- Reporting: Semi-annual performance and financial reports required.
- Indirect Costs: May use an approved federal rate or a de minimis rate (15% of modified total direct costs).
