Description
This opportunity, offered by the U.S. Department of State's Bureau of Democracy, Human Rights, and Labor (DRL), seeks proposals to establish a new global program to counter transnational repression (TNR). The program aims to strengthen international coordination and build capacity among partner governments, law enforcement agencies, and civil society organizations to identify, prevent, and respond to TNR threats. TNR refers to efforts by authoritarian regimes to silence, intimidate, harass, or harm dissidents, journalists, human rights defenders, and diaspora communities across borders.
The funded project will organize regional convenings, develop educational toolkits, create training materials, establish information-sharing platforms, and foster multilateral cooperation. The goal is to create a coordinated global network capable of supporting victims, preventing TNR incidents, and holding perpetrators accountable.
