Description
This funding opportunity supports projects that enhance the quality and availability of safety training for United States commercial fishermen. The program aims to reduce injuries, illnesses, and fatalities in one of the nation’s most hazardous occupations by funding the development, delivery, and evaluation of safety training programs. Projects should address the needs of commercial fishermen, increase the number of qualified marine safety instructors, and coordinate with existing industry and agency partners. The program is administered by the CDC’s National Institute for Occupational Safety and Health (NIOSH) in partnership with the US Coast Guard.

Funding Amount
- Award Ceiling: $975,000 per 36-month project period
- Award Floor: $150,000 per 36-month project period
- Project Duration: Up to 3 years (single 36-month budget period)
- Cost Match: 25% non-federal cost match required (program income, in-kind, subrecipient costs, and indirect costs are allowable sources; federal funds cannot be used for matching)
- Estimated Number of Awards: Up to 20
Eligibility
Eligible applicants include:
- State, county, city, or township governments
- Special district governments
- Independent school districts
- Public and private institutions of higher education
- Federally recognized and other Native American tribal governments/organizations
- Public housing authorities/Indian housing authorities
- Nonprofits (with or without 501(c)(3) status, other than institutions of higher education)
- For-profit organizations (including small businesses)
- Faith-based and community-based organizations
- Regional organizations
- Federally Funded Research and Development Centers (FFRDCs)
- Bona fide agents of state or local governments (with documentation)
- Others as specified in the full announcement
Note: Foreign organizations and non-domestic components of US organizations are not eligible.
Application Process
- Submission Platform: Applications must be submitted electronically via Grants.gov using the NIH ASSIST system, institutional S2S, or Grants.gov Workspace.

- Page Limits: The Training Project Strategy component is limited to 12 pages; appendices are limited to 10 PDF files (max 100 pages).
- Required Registrations: All applicant organizations must have a Unique Entity Identifier (UEI), active SAM registration, and eRA Commons registration.
- Cost Match Documentation: Applications must include a letter of commitment detailing the 25% cost match and its source.
- Human Subjects: If applicable, provide IRB approvals or plans.
- Letter of Intent: Not required but encouraged; submit to the scientific contact 30 days before the application deadline.

- Scope: Projects should develop and deliver safety training addressing the needs of US commercial fishermen, provide qualified instructors, evaluate training effectiveness, and coordinate with industry and agency partners.
- Training Topics: May include emergency drills, survival, damage control, fire prevention, stability, seamanship, fatigue prevention, watchkeeping, and weather forecasting.
