The Community Controlled Affordable Housing (CCAH) Program, administered by the Housing Trust Fund Corporation as part of New York State Homes and Community Renewal (HCR), provides grants to nonprofit organizations to advance resident governance and long-term affordability in affordable housing. Funding supports projects that foster community ownership (e.g., mutual housing, cooperatives, community land trusts), preservation and revitalization of resident-controlled affordable housing, and the creation or strengthening of resident-led governance structures such as tenant associations and cohousing groups. The program's goal is to empower residents to have autonomy over housing decisions, resulting in sustainable, community-driven affordable housing solutions.
