Pennsylvania’s Community Development Block Grant–Disaster Recovery program is administered by the Department of Community and Economic Development (DCED). HUD allocated $14,620,000 under the American Relief Act, 2025 (Public Law 118-158) for long-term recovery from Tropical Storm Debby in August 2024, disaster DR-4815-PA. Funding addresses unmet needs remaining after other assistance has been exhausted in Lycoming, Potter, Tioga, and Union counties.
The program primarily addresses unmet housing needs while supporting infrastructure restoration, mitigation, economic revitalization, public services, and planning. Its goals include fair access to housing, sustainable homeownership opportunities for low- and moderate-income households, stronger neighborhoods, and greater disaster resilience. Recovery efforts target vulnerable communities, including people experiencing homelessness and people with disabilities. Tioga County is the designated Most Impacted and Distressed (MID) area.
