Description
This opportunity funds local organizations or consortia to develop and implement the Competitive Personal Responsibility Education Program (PREP) in states and territories that did not accept their FY2026 State PREP allocations. The goal is to educate youth ages 10–19 (and pregnant/parenting youth under 21) on abstinence, contraception, and at least three of six adulthood preparation subjects (APS): healthy relationships, adolescent development, financial literacy, parent-child communication, educational/career success, and healthy life skills. Programs must be evidence-based, medically accurate, age- and culturally appropriate, and support positive youth development and trauma-informed care. Special emphasis is placed on serving high-risk populations such as foster youth, homeless youth, youth with HIV/AIDS, and those in areas with high teen birth rates.
