This opportunity funds the development and implementation of the Personal Responsibility Education Program (PREP) in states and territories that do not accept Fiscal Year 2026 State PREP allocations. The program aims to educate youth ages 10–19 and pregnant or parenting youth under 21 on abstinence, contraception, and prevention of pregnancy, sexually transmitted infections (STIs), and HIV/AIDS. Projects must also incorporate at least three of six adulthood preparation subjects: healthy relationships, adolescent development, financial literacy, parent-child communication, educational/career success, and healthy life skills. Funded projects must use evidence-based or evidence-informed approaches, be medically accurate, age- and culturally-appropriate, and include robust performance measurement and reporting.
