--- ## Description This opportunity supports the development and implementation of the Competitive Personal Responsibility Education Program (PREP) in states and territories that do not accept FY2026 allocations for State PREP. The program aims to educate youth ages 10–19, as well as pregnant and parenting youth under age 21, on abstinence and contraception to prevent pregnancy, sexually transmitted infections (STIs), and HIV/AIDS.
