Description
The Washington State Department of Commerce’s Connecting Housing to Infrastructure Program (CHIP) reduces or covers infrastructure costs associated with new affordable housing. It supports water and sewer line extensions or upsizing, water, sewer and stormwater connections, regional stormwater work, and reimbursement of eligible waived system development charges. Infrastructure serving market-rate units can qualify when at least 25% of the development’s units are set aside as affordable.
CHIP is intended to help local governments and developers create housing for low-income households and preserve its affordability over time. The 2026 competition includes funding available statewide and a portion for projects in eligible jurisdictions with fewer than 150,000 residents.
