Description
This opportunity provides competitive funding to create new units of permanent supportive housing (PSH) for individuals and families experiencing homelessness, where at least one household member has a disability. Funding is primarily for capital costs—new construction, acquisition, or rehabilitation of PSH units. The program aims to increase the supply of supportive housing, especially in areas with high unmet need and in states with populations under 2.5 million. Projects must also ensure access to supportive services and coordinate with health and social service providers.

Funding Amount
- Total Available: $75,000,000
- Award Ceiling: $14,000,000 per project (for projects on Tribal reservations, trust lands, or in Tribal projects located in IHBG formula areas); otherwise, $12,000,000 per project
- Award Floor: $1,000,000
- Number of Awards: Approximately 8
- Project Period: 24 to 60 months, depending on project scope
- Cost Sharing/Match: Required (see 24 CFR 578.73 for match requirements)
- Administrative Costs: No more than 10% of total request
- Other Eligible Costs: No more than 20% of total request for non-capital CoC Program activities
Eligibility
Eligible applicants include:
- State governments
- County governments
- City or township governments
- Special district governments
- Federally recognized Native American tribal governments
- Public housing authorities/Indian housing authorities
- Native American tribal organizations (other than federally recognized)
- Nonprofits with 501(c)(3) status (other than institutions of higher education)
- Others as specified in the NOFO
Notes:
- Individuals, for-profit entities, foreign entities, and sole proprietorships are not eligible.
- Only one application per CoC is allowed, except CoCs may submit a second application for projects on Tribal reservations, trust lands, or in IHBG formula areas.
- Faith-based organizations may apply on the same basis as other organizations.
- Applicants must have active SAM.gov and e-snaps registrations.
Application Process
- Register: Ensure your organization is registered and active in SAM.gov and e-snaps.
- Prepare Application: Complete all required forms and narratives in e-snaps, including:
- SF-424, HUD-424-B, HUD-2880, HUD-50070, SF-424D (if applicable)
- Budget forms (capital and eligible non-capital costs)
- Certification of Consistency with the Consolidated Plan (HUD-2991)
- Evidence of site control
- Financial feasibility review (within 21 days of award announcement)
- Documentation of nonprofit status (if applicable)
- Code of Conduct (if not already in HUD’s eLibrary)
- Submit: Applications must be submitted electronically via e-snaps by the deadline.
- Review: Applications undergo threshold, merit, and risk review. Minimum score threshold is 60 out of 100 points.
- Award: Selected applicants will receive conditional awards and must complete technical submission and post-award requirements.
Additional Information
- Eligible Activities: Most funds must be used for new construction, acquisition, or rehabilitation of PSH units. Up to 20% may be used for other eligible CoC Program costs (e.g., supportive services, operating, HMIS, VAWA, rural costs, relocation).
- Unallowable Costs: Leasing, tenant-based/sponsor-based rental assistance, CoC planning, and UFA costs are not allowed.
- Preference Points: Up to 2 points for projects in Opportunity Zones.
- Environmental Review: Required before funds can be drawn; see 24 CFR part 50/58.
- Reporting: Annual performance reports, financial statements, and compliance with Section 3 and other federal requirements.
- Geographic and Funding Diversity: HUD may adjust awards to ensure regional and state diversity.
