The COVID-19 ARPA Digital Connectivity Technology Program was designed to address digital connectivity challenges faced by Pennsylvania communities during the COVID-19 pandemic. Administered by the Pennsylvania Broadband Development Authority under the Department of Community and Economic Development, the program provided technology devices (primarily laptops) to eligible public-facing institutions to loan to individuals or make available for use in public facilities. The initiative aimed to reduce the digital divide, supporting remote learning, telehealth, and remote work for populations where affordability is a barrier to broadband adoption.
