The Defense Community Infrastructure Program (DCIP), administered by the Office of Local Defense Community Cooperation (OLDCC), funds construction-ready community infrastructure projects that support military installations. Eligible projects may include transportation, utilities, schools, hospitals, police, fire, emergency response, and other community support facilities. The goal is to address deficiencies in off-installation infrastructure that impact military value, installation resilience, military family quality of life, or cadet training at covered educational institutions.
Projects must be owned by state or local governments or not-for-profit, member-owned utilities, and must not be located on military installations unless on property under a real estate agreement (lease/easement) with an eligible community. All proposals must include a letter of support from the commander of the benefitting military installation.
