The Digital Literacy and Access grant, administered by the California State Library, provides funding to California public libraries to enhance access to high-speed broadband and improve digital literacy in their communities. The grant supports a range of activities, including digital navigation services, digital literacy training, AI and internet safety classes, and technology programs for library users. Libraries may use funds for staff time, equipment and devices, partnerships with community organizations, professional development, outreach, and evaluation. The program aligns with the California Library Services and Technology Act (LSTA) Investment Plan, focusing on strengthening resource-sharing and equitable access to information and technology.
Grantees are expected to participate in a Community of Practice, attend quarterly progress meetings, and report on program outcomes. Projects must comply with federal and state guidelines, including the Children’s Internet Protection Act (CIPA) when purchasing internet-connected devices.
