This program provides funding and coordination for the installation of water diversion measurement structures—such as flumes, weirs, and pumps—at no cost to eligible water users in Colorado’s Upper Colorado River Basin (Divisions 4, 5, 6, and 7). Administered by the Colorado Water Conservation Board (CWCB) in partnership with SGM and the Division of Water Resources, the initiative aims to improve the accuracy of water diversion measurements, support compliance with new measurement rules, and advance sustainable water management practices. The program is part of Colorado’s implementation of the 2019 Drought Contingency Plans and is funded by $7 million in federal support, with installations to be completed by 2029.
