Supports military-connected local education agencies to improve academic achievement and expand world language programs for PK–12 students.

Eligible schools must have ≥10% military-connected students; separate applications required for each program (MCASP or WLARP).

--- ## Description This grant program, administered by the Department of Defense Education Activity (DoDEA), provides substantial funding to local education agencies (LEAs) serving military-connected students. The initiative aims to address the unique academic and support needs of highly mobile military-connected students and to enhance world language learning opportunities in public schools. There are two distinct program tracks: - **Military-Connected Local Educational Agencies for Academic and Support Programs (MCASP):** Focuses on academic achievement, professional learning for educators, support services, virtual/distance learning, and practices to ease transitions and deployments. - **World Language Advancement and Readiness Program (WLARP):** Supports the establishment, improvement, or expansion of world language programs (including DoD Strategic Languages and ASL) in LEAs that host or have applied to host a JROTC unit. Applicants may apply for both programs but will only be awarded under one, at DoDEA’s discretion. --- ## Due Dates - **Application Deadline:** April 18, 2025, by 11:59PM Eastern Time - **Anticipated Award Notification:** No later than September 30, 2025 - **Period of Performance:** September 30, 2025 – May 31, 2030 --- ## Funding Amount - **Award Range:** $500,000 to $2,000,000 per grant, based on the number of military-connected students at eligible schools. - 500 or fewer: $500,000 - 501–750: $750,000 - 751–1,000: $1,000,000 - 1,001–1,250: $1,250,000 - 1,251–1,500: $1,500,000 - 1,501 or more: $2,000,000 - **Project Duration:** Up to 54 months (first year is a planning year) - **Cost Sharing:** Not required --- ## Eligibility - **Eligible Applicants:** Local Education Agencies (LEAs), including charter schools recognized as LEAs by state law, that provide free public education for elementary and secondary students. - **School Eligibility:** Each school included in the application must have at least 10% military-connected students (as of the 2023–2024 school year). - Military-connected students are defined as dependents of Armed Forces members, DoD civilian employees, or those employed on federal property. - **WLARP-Specific:** LEA must host or have a pending application to host a JROTC unit in one of its high schools. - **Ineligible:** Private schools, for-profit organizations, individuals, federal agencies, and current federal employees (though they may be project partners). --- ## Application Process - **Submission:** Applications must be submitted electronically via [Grants.gov](https://www.grants.gov/search-results-detail/358308) by the deadline. - **Required Components:** - Federal forms (SF-424, SF-424A, SF-424B) - Project narrative (max 30 pages, plus appendices up to 60 pages total) - Detailed budget and budget narrative (Excel format required) - Key personnel qualifications (Project Director must be at least 0.5 FTE) - Logic model, evaluation plan, sustainability plan - For WLARP: documentation of JROTC status - **Review:** Applications are peer-reviewed and scored based on merit, relevance, cost realism, and risk assessment.
