Description
This funding opportunity, administered by the CDC's National Center for Injury Prevention and Control (NCIPC), supports community-based coalitions working to prevent and reduce substance use among youth (18 years and younger). The program aims to strengthen local collaborations across multiple sectors and implement comprehensive, evidence-based strategies to address risk and protective factors for youth substance use. This is a competing continuation grant (Year 6), intended for coalitions that have completed their initial five-year DFC funding cycle or have experienced a lapse in funding.
The program’s two statutory goals are:
- To establish and strengthen collaboration among communities, public and private non-profit agencies, and all levels of government to support community coalitions.
- To reduce substance use among youth and, over time, among adults by addressing community risk factors and promoting protective factors.

Eligibility
Eligible applicants must:
- Be a community-based coalition that has previously received a DFC grant (Years 1–5), has experienced a funding lapse, or has completed the first five-year funding cycle and is applying for a second cycle.
- Be a nonprofit 501(c)(3) organization, or partner with an eligible legal entity (e.g., state/local/tribal government, school district, higher education institution) as a fiscal agent.
- Reside within the United States or U.S. territories.
- Not have received more than 10 years of DFC funding (across all legal applicants).
- Meet all statutory eligibility requirements, including:
- Representation from 12 required community sectors (e.g., youth, parents, business, media, schools, law enforcement, healthcare, etc.).
- Coalition must have existed for at least six months.
- Mission statement focused on youth substance use prevention.
- Address at least two substances in the action plan.
- No overlap in ZIP codes with other DFC-funded coalitions unless a letter of mutual cooperation is provided.
- Ability to receive federal funds (directly or via fiscal agent).
- Commitment to participate in the DFC National Cross-Site Evaluation and provide required data.
- Request no more than $125,000/year and provide required non-federal match.
Note: Coalitions that have already received 10 years of DFC funding are not eligible unless they form a new, unique, and distinct coalition.
Application Process

Registration: Applicants must have active registrations in both SAM.gov and Grants.gov.
Review Process: Applications are reviewed for eligibility, completeness, and scored on criteria including approach, work plan, evaluation, and organizational capacity.
Additional Information
- Matching Funds: 100% non-federal match required in Year 6 (cash or in-kind). Opioid settlement funds may be used if not federally sourced.
- Unallowable Costs: No research, clinical care, equipment/furniture purchases, law enforcement equipment, youth sports, or stipends. No pass-through funding to other organizations.
- Reporting: Annual performance and progress reports, data on core measures every two years, and a sustainability plan (Year 7).
- Key Personnel: Must include an Authorized Organization Representative (AOR), Program Director/Principal Investigator (PD/PI), and Project Coordinator.
- Required Training: New recipient virtual training is mandatory for key personnel.
