    Description

    This grant supports State educational agencies (SEAs) in the United States, D.C., Puerto Rico, and outlying areas (U.S. Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands) to reform and improve their systems for personnel preparation and professional development in early intervention, educational, and transition services for children with disabilities. The program aims to enhance results for children with disabilities by strengthening the preparation and ongoing professional development of personnel serving this population, in alignment with the Individuals with Disabilities Education Act (IDEA).

    The FY 2026 competition has an absolute priority focused on expanding career pathways and workforce readiness, including the development and expansion of Registered Apprenticeships for special educators and alignment with state educator licensure requirements and workforce shortage areas.
