The Educational Stability Grant Program was established by Colorado House Bill 18-1306 to support educational stability for highly mobile students, including those in foster care, experiencing homelessness, or migrant students. The grant funds academic and social-emotional services designed to remove educational barriers and foster continuity in schooling for vulnerable populations. The program aims to improve school attendance, reduce disciplinary incidents, increase grade-level promotion, lower dropout rates, and raise graduation and completion rates among students at risk due to frequent school moves. Grant-funded activities must integrate highly mobile and non-highly mobile students and cannot isolate or stigmatize the target population.
