Multi-year grants for eligible organizations to investigate, test, and enforce fair housing laws and eliminate discriminatory housing practices.

--- ## Description The Private Enforcement Initiative (PEI) is part of HUD’s Fair Housing Initiatives Program (FHIP), supporting a nationwide network of private nonprofit fair housing enforcement organizations. The program provides multi-year grants to conduct testing, investigate violations, and enforce the Fair Housing Act and equivalent state and local laws. Funded activities include complaint intake, investigation, systemic housing investigations, testing, enforcement (including litigation), and outreach related to fair housing discrimination. The goal is to prevent or eliminate discriminatory housing practices and increase access to quality, affordable housing for all protected classes. --- ## Due Dates - Application Deadline: **August 21, 2025, 11:59 p.m. Eastern Time** - Applications must be submitted electronically via Grants.gov by the deadline. - Late applications are not eligible for funding. --- ## Funding Amount - **Estimated Total Program Funding:** $10,116,793 - **Expected Number of Awards:** ~24 - **Award Ceiling:** $425,000 per project period (year) - **Award Floor:** $100,000 per project period (year) - **Project Duration:** Up to 36 months (3 years), with annual renewals subject to appropriations - **No cost sharing or matching required** --- ## Eligibility Eligible applicants must be one of the following: - **Qualified Fair Housing Enforcement Organization (QFHO):** - At least two years of experience in complaint intake, complaint investigation, testing for fair housing violations, and enforcement of meritorious claims within the three years prior to application. - **Fair Housing Enforcement Organization (FHO):** - At least one year of experience in the enforcement-related activities listed above during the two years prior to application. - Must be a private, tax-exempt 501(c)(3) nonprofit organization (or have a pending application by the deadline). - Must currently perform all eligible enforcement activities and operate a broad-based, full-service fair housing program. - **Ineligible:** Individuals, foreign entities, sole proprietorships, consortia, and co-applicants; organizations that received PEI awards in FY2022 or FY2023; organizations with a "poor" performance rating on a prior FHIP grant in the past year. - Additional eligibility details and requirements are provided in the [full NOFO](https://www.grants.gov/search-results-detail/360165). --- ## Application Process - **Registration:** Applicants must be registered and active in [SAM.gov](https://sam.gov/) and [Grants.gov](https://www.grants.gov/). - **Submission:** Applications must be submitted electronically via Grants.gov using opportunity number FR-6900-N-21-C. - **Required Application Components:** - Standard forms (SF-424, HUD-424B, HUD-2880, etc.) - Certification for PEI Applicants (Appendix B) - Narratives addressing capacity, need, approach, and evaluation (see NOFO for rating factors) - Detailed budget and budget narrative (HUD-424-CBW) - Project abstract (Appendix C) - Statement of Work and SOW Chart (Appendix A) - Documentation of 501(c)(3) status or pending application - **Page Limits:** Narratives for certain rating factors are limited to 10 pages each. - **Review Process:** Applications are reviewed for eligibility, merit, and risk. Minimum score of 75 points required (excluding preference points). --- ## Additional Information - **Eligible Activities:** Intake and investigation of fair housing discrimination complaints, testing (including training and coordination), enforcement activities (including litigation), outreach (up to 15% of award), and mediation. - **Mandatory Training Funds:** $7,500 per year must be set aside for HUD-sponsored training. - **Preference Points:** Up to 4 preference points available for activities involving Minority-Serving Institutions, Promise Zones, or Opportunity Zones. - **Reporting:** Grantees must submit regular performance and financial reports. - **Restrictions:** No more than one award per organization. No funding for research-only projects.
