Description
The Farmers Market Promotion Program (FMPP) provides competitive grants to support the development, coordination, and expansion of direct producer-to-consumer markets. The program aims to increase access to and availability of locally and regionally produced agricultural products, strengthen local food systems, and support value-added product development and food safety improvements. Eligible projects may include farmers markets, roadside stands, community-supported agriculture (CSA) programs, agritourism, and online sales platforms, as well as marketing, recruitment, and training activities.
FMPP is part of the USDA’s Local Agriculture Market Program (LAMP) and is administered by the Agricultural Marketing Service (AMS). The program offers four distinct project types, each with specific funding ranges and durations.

- Submission: Applications must be submitted electronically via Grants.gov. Late applications will not be considered.
Funding Amount
- Total Program Funding: ~$11 million (FY25)
- Award Amounts:
- Capacity Building: $50,000–$250,000 (up to 36 months)
- Community Development Training & Technical Assistance (CTA): $100,000–$500,000 (up to 36 months)
- Turnkey Marketing & Promotion: $50,000–$100,000 (up to 24 months)
- Turnkey Recruitment & Training: $50,000–$100,000 (up to 24 months)
- Cost Share: 25% of the federal portion (cash or in-kind) is required.
Eligibility
Eligible applicants must be domestic entities owned, operated, and located within the 50 U.S. states, the District of Columbia, Puerto Rico, U.S. Virgin Islands, Guam, American Samoa, or the Northern Mariana Islands. Eligible entity types include:
- Agricultural businesses or cooperatives
- Community Supported Agriculture (CSA) networks or associations
- Economic development corporations
- Food councils
- Local governments
- Nonprofit corporations (including accredited higher education institutions)
- Producer networks or associations
- Public benefit corporations
- Regional farmers market authorities
- Tribal governments
Note: Projects must benefit more than one agricultural producer, vendor, or individual. Fiscal sponsors/agents may be used, but the applicant is responsible for all grant requirements.
Application Process
- Review the RFA: Download and read the FY25 FMPP Request for Applications (PDF).
- Register: Ensure your organization is registered with SAM.gov and Grants.gov.
- Prepare Application:
- Complete the appropriate Project Narrative form (Capacity Building, CTA, or Turnkey).
- Prepare a budget and justification, including a 25% cost share.
- Obtain and include signed letters of commitment from partners/collaborators and cost share verification.
- Provide evidence of critical resources/infrastructure if required.
- Attach a Negotiated Indirect Cost Rate Agreement (NICRA) if applicable.
- Submit: Upload all required documents to Grants.gov by the deadline.
- Review: Applications are reviewed for eligibility, technical merit, achievability, expertise/partners, and fiscal plan.

Additional Information
- Project Types: Applicants may only apply for one project type per application. Each type has specific requirements and allowable activities.
- Priority Consideration: Projects located in low income/low access (LI/LA) census tracts or those carried out under a Regional Food Systems Partnership may receive priority.
- Unallowable Activities: Projects focused solely on agricultural production, benefiting only one producer, or duplicating other federal awards are not eligible.
- Reporting: Annual and final performance and financial reports are required.
