This program provides annual cooperative agreements to eligible organizations to implement state-based or regional initiatives aimed at boosting the participation and success of small businesses in the federal Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. The goal is to strengthen the technological competitiveness of U.S. small businesses by supporting outreach, education, technical/business assistance, and limited financial support to help more companies develop and submit competitive SBIR/STTR proposals and successfully commercialize resulting innovations.
