    Description

    The Fire Prevention and Safety (FP&S) Grant Program, administered by the Department of Homeland Security's Federal Emergency Management Agency (FEMA), provides funding to enhance the safety of the public and firefighters against fire and fire-related hazards. The program supports two primary activity areas: (1) Fire Prevention and Safety Activity, which funds projects aimed at high-risk groups to mitigate fire-related injuries and deaths, and (2) Firefighter Safety Research and Development (R&D) Activity, which supports research to improve firefighter safety, health, or well-being. Typical projects include community risk reduction, wildfire risk reduction, code enforcement, origin and cause investigations, national or regional fire safety programs, clinical studies, technology development, and early career investigator research.


    Due Dates

    • June 22, 2026: Full application submission deadline (applications must be completed in FEMA GO by 5:00 p.m. Eastern Time)

    Funding Amount

    • Maximum award: $1,500,000 per project (federal share)
    • Early Career Investigator R&D projects: up to $600,000
    • Estimated total program funding: $32,400,000
    • Typical project periods:
      • 12 months for most projects (FP&S Activity), up to 24 months for complex projects
      • 12–48 months for R&D Activity, depending on project scope

    A 5% non-federal cost share (cash or in-kind) is required.


    Eligibility

    Eligible applicants vary by activity:

    • Fire Prevention & Safety Activity:
      • Fire departments (public, private, or tribal) in any U.S. state or territory
      • National, regional, state, local, tribal, and nonprofit organizations with expertise in fire prevention and safety
    • Research & Development Activity:
      • National, state, local, tribal, and nonprofit organizations (including academic institutions, research foundations, public safety/health/injury prevention institutes)
      • Fire departments are NOT eligible for R&D Activity funding
    • Both private and public nonprofit organizations may apply
    • For-profit organizations, individuals, and federal agencies are NOT eligible

    Applicants may submit only one application per entity per activity (one for FP&S Activity and one for R&D Activity).


    Application Process

    • Applications must be submitted via the FEMA GO online system
    • Registration steps:
      • Obtain a Unique Entity Identifier (UEI) and Employer Identification Number (EIN)
      • Register with SAM.gov and maintain active status
      • Create or update a login.gov account
      • Register in FEMA GO and assign an Authorized Organization Representative (AOR)
    • Required forms include:
      • SF-424 (Application for Federal Assistance)
      • SF-424A (Budget Information)
      • SF-424B (Assurances)
      • Lobbying Form and SF-LLL (if applicable)
    • Additional documents:
      • For FP&S Activity: Memorandum of Understanding (MOU) for regional projects
      • For R&D Activity: Narrative statements (5-page for Fire Service Panel, 20-page for Science Panel), Appendix (up to 35 pages)
    • Applications must include a cost share plan and budget documentation
    • Start the registration and application process early (may take up to four weeks)

    Additional Information

    • Cost sharing: Minimum 5% non-federal match (cash or in-kind) is required.
    • Maintenance of Effort: Applicants must maintain aggregate expenditures for eligible activities at not less than 80% of the average for the two fiscal years before the award.
    • Indirect costs are allowed if a negotiated rate agreement is provided.
    • Pre-award costs for grant writers are capped at $1,500 of federal funds per application.
    • Recipients must submit semi-annual financial and performance reports.
    • Projects involving human subjects require IRB approval and DHS concurrence before implementation.
    • Only one application per entity per activity; duplicate applications may be disqualified.
