Only the administrator of EMAC is eligible to apply; subawards must also administer EMAC.

--- ## Description This funding opportunity provides a single cooperative agreement to support the Emergency Management Assistance Compact (EMAC)—a congressionally ratified mutual aid system enabling states and territories to share resources during emergencies and disasters. The program aims to strengthen the national mutual aid system, enhance coordination and interoperability, and improve the operational readiness of EMAC member states. Funding will be used to sustain and advance EMAC operations, support training, integration with federal partners, and ensure swift, coordinated disaster response across jurisdictions. --- ## Due Dates - **Full Application Deadline:** August 11, 2025, 11:59 p.m. ET (Applications must be submitted via FEMA GO. Late or incomplete applications will not be accepted.) --- ## Funding Amount - **Total Funding Available:** $2,250,000 - **Expected Number of Awards:** 1 - **Award Size:** $2,250,000 (fixed amount for the 12-month period of performance: September 4, 2025 – September 3, 2026) - **Cost Sharing/Matching:** Not required --- ## Eligibility - **Eligible Applicants:** - Only the administrator of EMAC is eligible to apply for this cooperative agreement. - Subawards are permitted but must also have responsibility for administering EMAC. - **Applicant Type:** Nonprofits with 501(c)(3) status (other than institutions of higher education) that administer EMAC. - **Additional Requirements:** - Subapplicants should not have foreign nationals or noncitizens included unless properly vetted. - Applicants must certify compliance with federal statutes, DHS directives, and policies. - Only one application per eligible entity. --- ## Application Process - **Submission Platform:** FEMA Grants Outcomes (GO) ([https://go.fema.gov/](https://go.fema.gov/)) - **Required Registrations:** - Unique Entity Identifier (UEI) - Employer Identification Number (EIN) - System for Award Management (SAM) - login.gov account - **Application Components:** - SF-424 (Application for Federal Assistance) - SF-424A (Budget Information) - SF-424B (Assurances) - SF-LLL (Disclosure of Lobbying Activities) - Certification Regarding Lobbying - Program Management Plan (developed with FEMA) - Risk Management Plan - Performance-Based Evaluation Plan - Work Breakdown Structure - Program Narrative (addressing EMAC support, capacity building, data sharing, lessons learned, and alignment with national preparedness frameworks) - Detailed and summary budgets - **Key Steps:** 1. Complete all registrations (UEI, EIN, SAM, login.gov, FEMA GO). 2. Prepare and upload all required forms and narratives to FEMA GO. 3. Submit the application by the deadline. 4.
