The FEMA Cooperating Technical Partners (CTP) Program provides cooperative agreements to eligible governmental and nonprofit partners to develop, update, and maintain flood hazard data and mapping products. The program aims to enhance local capacity for flood risk identification, planning, and mitigation, supporting the National Flood Insurance Program (NFIP) by delivering high-quality flood hazard information to communities. In FY 2026, the program prioritizes completion of ongoing mapping projects and limits eligible project types to Flood Risk Projects (FRP), Letter of Map Revision (LOMR) activities, and Project Management (PM). Construction projects, special projects, and community outreach/mitigation strategies (COMS) are not eligible for funding this cycle.
