The Cooperating Technical Partners (CTP) Program is a FEMA initiative designed to build and strengthen local capacity for flood hazard identification, risk analysis, and mapping. Through cooperative agreements, eligible partners in FEMA Region 4 collaborate with FEMA to deliver high-quality flood hazard data and maps. These efforts help communities increase public awareness of flood risks, support responsible planning, and inform actions to reduce flood-related losses. The program directly supports the National Flood Insurance Program (NFIP) by enabling local, state, tribal, and territorial governments, as well as certain nonprofits and institutions of higher education, to complete technical projects aligned with FEMA’s flood mapping priorities.
For FY 2026, new mapping project study starts are not permitted; the focus is on completing existing projects. Only specific project types are eligible for funding.
