Key Information: Only entities with an active FEMA CTP Partnership Agreement are eligible; only certain project types are funded in FY26 (FRP, LOMR, Project Management).
The FEMA Cooperating Technical Partners (CTP) Program provides cooperative agreements to eligible partners—such as local governments, states, tribes, territories, special districts, nonprofits, and institutions of higher education—to collaboratively deliver flood hazard data, maps, and information to communities. The program aims to strengthen local capacity for flood risk management, encourage responsible planning, and support the goals of the National Flood Insurance Program (NFIP).
For FY 2026, the CTP Program will focus on completing existing mapping projects rather than initiating new studies. Eligible project types are limited to Flood Risk Projects (FRP), Letter of Map Revision (LOMR) review activities, and Project Management (PM). Communications Outreach and Mitigation Strategies (COMS) and Special Projects Statements of Work are not eligible in FY 2026.
FEMA provides substantial involvement and oversight, including technical assistance, training, and quality review of deliverables. The program is highly collaborative, with recipients required to maintain quality assurance, coordinate with FEMA, and report progress in FEMA's Mapping Information Platform (MIP).
