This grant program provides funding to state and territorial governments to enhance emergency management capabilities and implement the National Preparedness System. The primary aim is to help states, territories, and their local, tribal, and territorial partners address all-hazards preparedness, close capability gaps identified through Threat and Hazard Identification and Risk Assessment (THIRA)/Stakeholder Preparedness Review (SPR), and support resilience and readiness at all levels of government. Funding can be used for planning, training, exercises, equipment, and sustaining emergency management personnel.
