The Emergency Management Performance Grant (EMPG) Program provides federal funding to help state, local, tribal, and territorial emergency management agencies build and sustain capabilities to prepare for, respond to, and recover from all-hazards incidents. The FY 2026 program is designed to support implementation of the National Preparedness System and advance the National Preparedness Goal of a secure and resilient nation. Funding is allocated to states and territories based on population, with the aim of closing capability gaps identified through Threat and Hazard Identification and Risk Assessment (THIRA)/Stakeholder Preparedness Review (SPR) processes and supporting continuity of government operations.
Key priorities for FY 2026 include Extreme Weather Resilience and Readiness. Allowable activities span planning, organization, equipment, training, exercises, and management/administration. Applicants must develop a Work Plan in collaboration with FEMA’s Regional Administrator, focusing on 3–5 mutually agreed priorities.
