The Homeland Security Grant Program (HSGP) is a major federal funding initiative designed to build and sustain the capabilities of state, local, tribal, and territorial governments to prevent, prepare for, protect against, and respond to acts of terrorism and other catastrophic events. HSGP encompasses three primary components:
HSGP funds can be used for planning, organization, equipment, training, and exercises (POETE) that have a clear nexus to terrorism prevention, preparedness, protection, or response. Funding priorities include law enforcement terrorism prevention activities (LETPA), national priority areas (NPAs) such as cybersecurity and election security, and border crisis response.
