Description
This grant supports projects tied to European Investment Bank (EIB) framework loans that address serious social, economic, and environmental challenges related to the EU’s 2030 climate and energy targets and the 2050 climate neutrality objective. Eligible projects must benefit EU territories identified in approved Territorial Just Transition Plans (TJTPs) and can include investments in renewable energy, sustainable mobility, digitalisation, energy efficiency, urban renewal, circular economy, ecosystem restoration, biodiversity, training, and social infrastructure. The scheme is a blended facility, combining an EIB loan with an EU grant component.
Projects must demonstrate measurable impacts—such as greenhouse gas (GHG) emission reductions, job creation (with gender considerations), and social benefits—using recommended EIB methodologies. Proposals must align with the relevant TJTP and exclude activities related to nuclear power, tobacco, undertakings in difficulty, and fossil fuels.
