This funding opportunity from the U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) seeks up to four National Program Agencies (NPAs) to support the International Visitor Leadership Program (IVLP) for FY 2026. The IVLP is the State Department’s flagship professional exchange program, connecting international leaders in government, business, academia, and other fields with their U.S. counterparts through highly customized, short-term visits.
Award recipients will be responsible for designing and implementing substantive projects (2–21 days) for current and emerging foreign leaders, advancing U.S. foreign policy objectives and fostering mutual understanding. Projects may be conducted in-person, virtually, or in hybrid formats, and must include meetings with subject matter experts, site visits, and opportunities for cultural exchange across multiple U.S. communities.
NPAs will work closely with ECA project officers and use the IVLP Resource Center for participant and project management. Recipients must demonstrate expertise in foreign policy, experience in professional exchange programming, and capacity to deliver tailored projects for participants from any country.
