The goal is to strengthen public participation and informed engagement in the safe operation of pipelines within local communities. Technical assistance may include engineering or scientific analysis of pipeline safety issues, as well as efforts to improve emergency response, safe digging programs, safety information resources, land use practices, and public awareness. Funding cannot be used for lobbying, litigation, regulatory compliance, or routine operations and maintenance.
