The U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) invites proposals from U.S. organizations to serve as National Program Agencies (NPAs) for the International Visitor Leadership Program (IVLP) in FY 2027. The IVLP is the State Department’s flagship professional exchange program, advancing U.S. foreign policy goals and fostering long-term relationships between Americans and international leaders from government, business, academia, and other sectors. Selected NPAs will develop and implement customized, short-term visits (2–21 days) across the U.S. for foreign professionals nominated by U.S. embassies, focusing on a wide range of themes aligned with U.S. priorities.
NPAs are responsible for planning, organizing, and administering these projects, which include site visits, meetings, and cultural experiences in Washington, DC and other U.S. communities. Projects may be in-person, virtual, or hybrid, and must provide substantive engagement with Americans and exposure to diverse perspectives.
